Hosting a global tournament: the trade-offs a bid cannot design away
Every hosting decision balances stadium capacity, travel distance, climate and what happens to the venues afterwards, and improving any one of those tends to worsen at least one other.

Capacity is set by the event, not by the city
Tournament organisers specify minimum stadium capacities for particular stages, and those minimums are calibrated to global demand rather than to the crowds a host city ordinarily generates. A venue built to satisfy a semi-final requirement may be considerably larger than anything the local sporting calendar can fill in the years afterwards. The gap between event capacity and everyday demand is the single most reliable predictor of whether a stadium becomes a lasting asset or a lasting liability.
Hosts that already possess large venues avoid the problem entirely, which is one reason established sporting nations can bid far more cheaply than developing ones. That cost asymmetry shapes which countries can realistically compete for hosting rights, independently of enthusiasm or footballing tradition.
Compactness versus distribution
A tournament held within a small geographic area minimises travel for teams and supporters, which improves recovery, reduces logistical risk and keeps the atmosphere concentrated. Spreading a tournament across a large territory or several countries distributes economic activity and brings matches to populations who would otherwise never attend one. The distributed model imposes real sporting costs, because long internal flights between fixtures separated by a few days affect preparation in ways that are difficult to offset.
It also fragments the sense of a single event, since a supporter in one region may experience only a small slice of what is happening elsewhere. Neither model is superior in the abstract, and the choice reveals whether organisers are prioritising the competition itself or its geographic reach.
Climate constrains the calendar
A host with severe summer heat cannot stage a tournament in the traditional window without exposing players to conditions that make sustained high-intensity football unsafe. Moving the event to a cooler part of the year collides with domestic league calendars across the world, which are built around a fixed structure of international breaks. Covered or climate-controlled venues address the temperature but add substantial construction and operating costs to stadiums that already face an uncertain long-term future.
Scheduling matches at night helps, though it constrains broadcast slots and can push kick-off times into hours that are awkward for the largest audiences. Every available response trades one constraint against another, and the visible schedule of a tournament is the residue of that negotiation.
What legacy actually depends on
The word legacy is used loosely, but the measurable version concerns whether infrastructure built for an event continues to be used productively long afterwards. Transport improvements and upgraded utilities tend to survive well, because they serve demand that existed before the tournament and continues after it has gone. Purpose-built stadiums survive only where a tenant with matching demand exists, and identifying that tenant honestly at the planning stage separates useful projects from expensive ones.
Some hosts reduce risk by designing venues that can be shrunk after the event, converting upper tiers into other uses once the temporary demand disappears. That approach costs more at the outset and is chosen less often than it should be, largely because bidding rewards visible ambition over eventual utility.
Why hosting decisions stay contested
Selecting a host allocates enormous economic activity and international attention, and any process making such a decision will attract scrutiny and sustained disagreement. The criteria involved are genuinely difficult to weigh against each other, since a technically excellent bid may come from a region the sport has never visited. Rotating hosting between regions addresses breadth but sometimes forces the event into territories that must build almost everything from nothing at considerable expense.
Awarding on technical readiness favours the same small group of countries repeatedly, which concentrates the sport's showcase in the places that need it least. Both principles are defensible, and the persistent argument about hosting reflects a real conflict of aims rather than a failure to find an obvious answer.
