Why Games Transport Plans Reserve Whole Lanes

Dedicated Games lanes exist because athletes and officials must reach venues at guaranteed times, and reserving road capacity is cheaper and faster than building new infrastructure.

Host cities close lanes of their busiest roads for the duration of a Games. The measure is unpopular and it persists because the alternative is missing competition start times.

Start times cannot absorb traffic variability

Competition schedules are fixed to the minute for broadcast, and athletes must arrive with enough time for accreditation checks, warm-up and call room procedures.

Ordinary urban traffic is variable by tens of minutes, which is intolerable when several thousand journeys a day must all arrive within a narrow window.

A reserved lane converts a variable journey into a predictable one, which is what the schedule actually requires rather than a faster journey in absolute terms.

The network is designed as a route system

Planners identify the corridors linking the village, venues, media centre and airport, and reserve lanes only along those corridors rather than across the city generally.

Junctions are given signal priority, and enforcement is by camera and marshal, since the lane is worthless if general traffic uses it during congestion.

The system is switched on and off by phase, with lanes returned to public use outside operating hours and after each sport's competition ends.

Public transport carries the spectators

Spectators are not given road capacity at all. Their tickets typically include public transport, and services are increased so that stadium crowds move by rail and bus.

This is deliberate, because the road network cannot carry both the reserved routes and private spectator traffic, and parking at venues is minimised on purpose.

Rail capacity is therefore the real constraint on venue location, and venues are sited near stations rather than near road interchanges.

The city is asked to change its own behaviour

Hosts run campaigns encouraging residents to travel at different times, work remotely, or reschedule deliveries, aiming to remove a share of normal demand from the network.

Freight and construction traffic are rescheduled to overnight windows, which requires agreement with businesses and relaxation of noise restrictions.

Where these measures succeed, the reserved lanes are barely noticed. Where they fail, the lanes become the visible symbol of the Games inconveniencing residents.

The plan is rehearsed before it is used

Transport operations are tested during pre-Games events, with the control room, signal priority and enforcement run live at smaller scale to find failures.

Rehearsal matters because the plan cannot be adjusted much once competition starts, and a corridor that fails on day one affects every subsequent session.

The lanes disappear the day the Games end, which is precisely why they are used instead of permanent infrastructure that would have to be justified forever.
